Testing is done against barbarians or other players not at identical research levels etc. Theorycrafting with some serious maths. Testing done under properly controlled conditions. How I would rank the reliability of comparisons (approach with your newfound scepticism):

This is not to say there aren’t smart people with great advice out there. This is the birthplace of much misinformation. But when you can only maintain a few commanders, all you have to go off are how they interact with other armies of various strength, along with watching other people’s armies in the same way. In other games where you can experience more commanders firsthand, there can be some real value in anecdotal experiences.
The underlying combat formulas involve so many variables, and many skill descriptions are unclear as to how they fit into it. This game is particularly hard to gauge commanders. When it comes to commander comparisons, approach any advice with a healthy dose of scepticism. So until I do, Legend Rhony has been kind enough to give me permission to use his diagrams. I have yet to look into talent trees in any real depth. So long as Scipio or the paired commander has a suitable talent tree for the intended use. He can more or less be paired with any commander for a bit more survivability (which always comes at the cost of something else). This is where Scipio’s versatility comes into play. If you lack the skillups and the patience, go for this path. However, it is a lot more volatile depending on how many skillups fall into the 3rd skill. If you are only using him for solo battles, this path will be slightly better on average. Alternatively, you can skip step 2 and take him straight to 4 stars after maxing his 1st skill (this can be done straight from 1 star if you have enough blessed stars and bundles of stars). If he is a primary commander candidate, max away. If you are planning on using him as a secondary, keep him at 4 stars and don’t level him further. Ideally, you want his 3rd skill maxed last. After his 2nd skill is maxed, take him all the way to 4 stars before any more skill ups. Then upgrade him to 2 stars and max his 2nd skill. Keep at 1 star until the 1st skill is maxed. S = Good in the secondary position (hint, they all are) Levelling and Skill Up Priorities Combat P = Only has one strong talent tree path, so only a suitable primary for early game. P = Workable talent tree for the primary position. P = Strong talent tree for the primary position.
